Calculates the start or end date of the European Summer Time (European Daylight Saving Time).

The official name for 'summertime' is Daylight Savings Time.
Summertime is a famous song by Gershwin!

Actually, the official name is "summer-time period" -see:
http://en.wikipedia.org/wiki/European_Summer_Time

I'm convinced that GetEuroSummerTime is the best name for this function.
