Insertas los números telefonicos 8 o 10 cifras y te los enmascara

Sample Input:

masctel(30020682)
masctel(5530020682)
masctel(4241234567)

Sample Output:

En la República Mexicana hay solamente 3 areas con prefijo de 2 cifras, DF, Monterrey y Guadalajara, los demas estados y municipios son 3... esta mascara te devuelve las cifras enmascarilladas de esas 3 zonas con prefijos de 2 cifras y los demas con prefijo de 3 cifras
